It isn't just about relevance. Best bets give an organization control over the presentation of their content within search, just like they control it in their content management system. It is a way to overcome the mindlessness of an algorithmic approach to content. For example, the complex answer to a question might be the 'most relevant' from a search perspective, but the simple answer might be the best bet.
